Frances Millar

Frances is a first language Welsh speaker and an experienced health and social care professional. She is dedicated to making a positive difference in the lives of others and is known for her compassion, professionalism, and commitment to bringing forward services to ensure the safety and well-being of vulnerable individuals, staff, and organisations. She has:

  • 37 years of experience in the healthcare industry. She began her career as a Registered General Nurse in London, after training at prestigious institutions such as Stoke Mandeville Hospital and Great Ormond Street Sick Children's Hospital.

  • A deep understanding of best practices and regulations in nursing, child and adult protection, and has a proven track record of success in developing and implementing effective strategies and policies.

  • Worked with a wide range of organizations and institutions, including Higher Education, the National Health Service, the Police, Probation, the Home Office, the Welsh Government, Local Authorities, and Social Services.

  • Highly developed qualitative and quantitative data analysis skills developed through undertaking a wide range of change and implement service improvement projects. As a senior manager in the NHS, she has undertaken multiple complex and high-level investigations following serious incidents, including those involving criminal involvement, in addition to safeguarding investigations across multi-agency settings.

Frances is also:

  • Qualified Best Interest Assessor for Deprivation of Liberty Safeguards, having obtained her certification from the University of Manchester. She possesses experience in conducting assessments and making recommendations to ensure that the rights and needs of vulnerable individuals who lack the mental capacity to make specific decisions are protected and assessed in their best interest. Additionally, she has been involved in Court of Protection and High Court Cases.

  • Experienced author/reviewer. She chairs Serious Practice Reviews and Domestic Homicide Reviews and is a highly experienced professional in the field of Safeguarding, Clinical Governance, and Training, with expertise in all areas of the wider harm agenda, including abuse, neglect, and exploitation.
